Utah State Historical Records Advisory Board
2008 Grant Guidelines

PURPOSE

The purpose of this grant program is to further the preservation of historic records in Utah. Projects might include an inventory of holdings, preservation projects, public education, and special events.

ELIGIBILITY
These grants are available to regional repositories and other repositories.  Other repositories include non-profit cultural heritage organizations such as:  

Archives
Governmental Entities
Historical Societies
Library Special Collections
Museum Archives
Colleges and Universities

GRANTS
Project Grants - These are intended to fund one-time projects and will be evaluated based on how the project directly affects the program of the repository.  The project must provide results that are measurable and are related to the acquisition, preservation, and accessibility of the collection.  Collections must be made available to the public by the end of the project through scheduled hours or by appointment.  Grants will be provided up to a maximum amount of $7,500.  An organization that already has a project grant in progress may not receive another project grant until the current project grant is completed or canceled.

PROCEDURES

Grants will be selected on a competitive basis by the Utah State Historical Records Advisory Board (USHRAB). Applications for project grants must be received no later than August 1st. Grant award winners will be notified by letter within 30 days after the application deadline, and grants will begin when contracts have been executed. A second round of grants may be provided at a later date, should funds be available.

All grants require a one-to-one in kind and/or cash match. Matching funds must be directly and demonstrably related to the grant and occur during the grant period. Cash expenditures may be for any direct purchase of equipment or consumable supplies used in the project or program.

Please add pertinent background information that will help us judge your ability to carry out the purposes of your grant. Applicants should submit information about the organization that may help us evaluate the program or project. We also encourage letters of support from community leaders.

Successful applicants will sign a contract with terms to be negotiated by the grants staff and the applicant. The contract will identify the program or project goals, including any products and other specific conditions. All contracts require compliance with state fiscal and reporting standards.

GRANT PERIOD

Grants must be completed within an 18 month period.

REIMBURSEMENT

Grant recipients will be reimbursed upon receipt of evidence of meeting agreed upon program goals and expenditures of local match funds and/or donated services. Forms will be provided to document donated services such as mileage and labor (professional salary rates must be verified with documentation acceptable for auditing purposes). Copies of canceled checks and receipts documenting expenditures of funds are required. Overhead costs do not qualify for reimbursement.

Policy Defining the
Use of USHRAB Funds for the Digitization of Information Resources in Utah

(May 2008)

            Funds are available to Utah’s cultural heritage institutions, such as archives, governmental entities, libraries, historical societies, and museum archives, through the Utah State Historical Records Advisory Board (USHRAB) subgrants for digitization projects.  This policy exists to extend the benefits of limited state funding available for digitization to the largest audience in a way that efficiently builds broadly useful, enduring, and technically sound digital information resources for the future.  Cultural heritage institutions applying for a USHRAB grant for digitization must adhere to the standards for digital imaging outlined by the Mountain West Digital Library* and must consult with either the Utah State Archives or another regional digitization center.**

As grant applicants consult with a regional digitization center, they shall obtain a judgment as to whether the project is appropriate for the Mountain West Digital Library. *** A digitization project may still be submitted to the USHRAB even if the content may not fit the scope of the Mountain West Digital Library.  Grant applications for digitization projects must include information summarizing the consultation with the Utah State Archives or other regional digitization center and include the relevant details on accomplishing the project. 

Recommendations and funding decisions regarding specific grant requests will be made independently by the Utah State Historical Records Advisory Board.  Judgments rendered by regional digitization center staff will be taken into account in the process.  Positive judgments, however, by regional digitization centers regarding content and selection criteria cannot guarantee the funding of any given grant request.  Each application will be judged on its merits in competition with the other requests considered in the USHRAB grant round.
