Congressional Enabling Act

Cover of the Enabling Act forwarded to the state of Utah from Walter Q. Gresham, Secretary of State of the United States of America. Perhaps the most important piece of legislation that Joseph L. Rawlins introduced as the territorial delegate to Congress, the bill passed the House with only two negative votes and set in motion the process by which Utah became a state (Utah State Archives and Records Service).
