State Records Committee Year in Review

Last year was an exceptionally busy year for the State Records Committee! In 2024, the committee received approximately 260 appeals and issued 85 Decisions and Orders. Additionally, 65 appeals were withdrawn before a hearing because they were resolved through mediation, thanks to the hard work of the Government Records Ombudsman, Monica Minaya!

Most of the requesters who appealed were members of the public.

Most of the respondents were from local government.

Requesting records can be a complex process, and it’s not always clear which documents hold the information needed. As a result, some requesters file multiple appeals with the State Records Committee, often centered on the same core issue. In 2024, the Committee received appeals from 99 unique petitioners. Of these, 71 individuals submitted only one appeal. The remaining 28 petitioners filed multiple appeals, as outlined below:

2024 Committee Changes

The Committee also experienced significant membership changes last year:

  • In March, the Committee said goodbye to Nancy Dean, who served as a representative from the Utah League of Cities and Towns.
  • In September, the Committee said goodbye to Dr. Marie Cornwall, who served as a citizen representative.
  • In September, the Committee also said goodbye to Mark Buchanan, who served as a records manager from the private sector.

In December, the Committee welcomed three new members:

  • Todd Sheeran, as a representative from the Utah League of Cities and Towns
  • Jeffrey Marshall, as the records manager from the private sector
  • Logan Wilde, as a citizen representative

The State Records Committee is excited to begin the new year with a full quorum and looks forward to its meetings in 2025.
