School Building Survey Commission

Abstract

The School Building Survey Commission was created under the provisions of ch. 86 of the 1951 Laws of Utah. It was a temporary commission to review school district requests for emergency supplemental state aid to repair substandard school structures. The act terminated June 30, 1953.

Biography/History Notes

At the request of a district seeking emergency supplemental aid, the school building survey commission was to make an on-the-spot survey of the district, including a study of its existing school plant, school enrollments, utilization of existing facilities, administration and attendance areas, the potential school plant needs requisite for compliance with minimum Board of Education standards, estimated construction costs, and a listing for each district of supplemental building projects in recommended order of completion. The commission was to report to the Board of Education, Governor, and Legislature. Funds were allocated to the Board of Education for approved projects, provided the district exhausted its bonding power, building reserves, and other such revenue.

The commission consisted of a school administrator, an engineer with experience in school construction, and a citizen with experience in school problems. It was to operate in cooperation with the State Board of Education. Members were appointed by the Governor with the consent of the Senate. The legislature, after conferring with the Board of Education, submitted a list of possible appointments from which the Governor was to choose.
