About the Mann Administration
Stephen A. Mann was the Secretary of Utah during Governor Charles Durkee's term. After Governor Durkee fell ill in December of 1869, Stephen A. Mann became the acting governor until March of 1870 when John Wilson Shaffer replaced him. He was considered a conservative ruler and his signing of the female suffrage bill made his administration notable.
