Creation
The Government Records Office was established in 2025 by the Utah Legislature under the Division of Archives and Records Service and Management of Government Records, replacing the State Records Committee created in the Government Records Access and Management Act (GRAMA). Utah Code § 63A-12-202 defines the Director’s method of appointment, and Utah Code § 63A-12-203 defines the duties of the Office and the Director. Hearings under GRAMA are held in accordance with the Open and Public Meetings Act (Utah Code 52-4). The Office follows Administrative Rule Title R20.
Purpose
The Director hears appeals of governmental entities' determinations to deny access to records. These denials can be based on restricted classification or other reason for denying access, including disputed fees. The Director also hears appeals regarding a governmental entity's request for relief from a requester they consider vexatious. The Director’s decisions and orders are available online.
