Scope and Content

Voter information pamphlets are prepared under the direction of the Lieutenant Governor and according to Utah statutes (UCA 20A-7-701). The responsibility of compiling and distributing the pamphlets was assumed by the Elections Office at the time of their 1995 creation. The Lieutenant Governor's / Secretary of State's staff previously performed elections duties. The pamphlets are designed to inform the voters of the State about the candidates and issues on each general election's ballot. They contain some or all of the following items: a list of all candidates for constitutional offices; a list of candidates for each legislative district; information pertaining to all measures to be submitted to the voters; a description provided by the Judicial Council of the selection and retention process for judges; an explanation of ballot marking procedures; and voter registration information.

Each ballot measure includes an impartial analysis prepared by the Office of Legislative Research and General Counsel. Arguments for and against the measure, along with corresponding rebuttals are also included. Beginning in 1996, photographs and short statements from the candidates for U.S. Congress and Utah's executive offices were added to the pamphlets' contents. Distribution of the voter pamphlets is to be completed 15 days before the election. Pamphlets are mailed to the State's residents, placed in issues of every newspaper of general circulation in the State, and provided to each county clerk for free distribution upon request and for placement at polling places.
