Summary of Records
Scope and Content
This series contains index cards used to record basic information about inmates held at the State Industrial School and later the Youth Development Center and the Mill Creek Youth Center. The cards provide space to record such information as the inmate name, inmate number, home address, birthdate, commitment date, committing judge, criminal offense, and discharge date. Some cards also record parole dates and escaped dates. Most of the cards dating from the 1890s through the 1920s give only the inmate name and number. The cards provide summary information on inmates, but also facilitate access to inmate case files. Most of the inmates were committed to the facility by Utah judges, but some inmates from out of state were committed by federal judges or sent to the Utah facility under agreements with others states, particularly Alaska. The series also includes cards for some individuals who were held at the Industrial School temporarily and were never assigned an inmate number.

Custody History
The records in this series were likely first created in the mid-twentieth century, documenting inmates back to the time the school first opened in 1889. Cards were added over time as new inmates entered the school. What was first called the Territorial Reform School became the State Industrial School after Utah became a state. In 1977 the State Legislature changed the name of the State Industrial School to the Youth Development Center, but staff continued to add to the series as before. When the Development Center closed in 1983, most of the records from the center ended up at the new Mill Creek Youth Center in Ogden. Although the Youth Center was not a statewide facility, like the Industrial School had been, staff there continued to use the series to document new inmates at the facility. The Youth Center transferred the records in this series to the State Archives in 2019.
