Holdings prior to 1987 are somewhat sporadic. While the Archives holds copies of the code as it existed in certain years prior to 1987, the coverage is not complete. Researchers may need to consult some of the related records in order to determine which rules might have been in effect during the period for which the Archives has no holdings for the code.

Prior to 1987, the code was kept in a binder format in which code sections and the table of contents could be updated and replaced as needed. Between 1987 and 1994, the code was published annually in bound volumes. In 1995 a switch was made back to the binder format, in which code sections, tables, and the index could be updated and replaced quarterly as needed. Beginning in 2000, the code was again annually published in a set of bound volumes with quarterly supplements to each volume issued as needed. With the 1987 change to a bound format, rules took the numbering format used currently. This numbering system assigns rules with the letter "R" followed by a number of up to three digits; rule numbers are assigned in groups by agency.
