Scope and Content
Series contains correspondence, cost estimates, agreements, deposits, and reports created by Heber Water Works. Most of the documents concern the construction of a new waterworks system from 1920-1921, when the old wooden water mains were replaced with new iron pipes. For the sake of this project, Edward Parley Cliff (the manager of the Heber Light & Power Plant) was made the "Superintendent of Water Works," and he appears to have remained in that position throughout the construction of the new system. The documents include correspondence between him and professor R.B. Ketchum from the University of Utah's School of Mines and Engineering, who was advising how best to complete the project.
It is difficult to ascertain whether Heber maintained a dedicated water works agency after the completion of the 1920-21 project. The remaining documents in this series are mainly bank deposits from "Heber Water Works" from 1934-1935, but some of them are addressed as care of Clarence Olson, the City Recorder. It is unclear whether Heber Water Works was its own agency, or simply one of the functions of the city government.
