Abstract

The Board is composed of 11 members as follows: five ex officio members who are: the director of the office or the director's designee; the director of the Division of Business and Economic Development or the director's designee; the state treasurer or the treasurer's designee; the chair of the Board of Regents or the chair's designee; and the chair of the Utah Housing Corporation or the chair's designee; and six local government members who are: three elected or appointed county officials, nominated by the Utah Association of Counties and appointed by the governor with the consent of the Senate; and three elected or appointed municipal officials, nominated by the Utah League of Cities and Towns and appointed by the governor with the consent of the Senate. Duties of the Board are to make, subject to the limitations of the code, allocations of volume cap to issuing authorities; determine the amount of volume cap to be allocated with respect to approved applications; maintain a record of all applications filed by issuing authorities and all certificates of allocation issued; maintain a record of all bonds issued by issuing authorities during each year; determine the amount of volume cap to be treated as a carryforward under Section 146(f) of the code and allocate this carryforward to one or more qualified carryforward purposes; and make available upon reasonable request a certified copy of all or any part of the records maintained by the board of review.
