The Dvision was created 1 September 2002 upon combining the former Division of Substance Abuse (#26) with the former Division of Mental Health (#643). The Division is the substance abuse authority and the mental health authority for Utah.

The division was created 1 September 2002 upon combining the former Division of Substance Abuse (#26) with the former Division of Mental Health (#643) (Laws of Utah, 2002 5th Special Session, HB 5008). The division is the substance abuse authority and the mental health authority for this state.
2022 S.B. 45 combined the Department of Human Services with the Department of Health to create the Department of Health and Human Services effective July 1, 2022. The Office of Substance Use and Mental Health is located within the Division of Integrated Healthcare in Healthcare Administration.
