Summary of Records

In response to President Carter's Executive Order 12049 in 1978, a cabinet level committee was established on the federal level to coordinate activities of several federal agencies and departments in relation to the MX missile project. Information on various federal programs useful to local planning efforts was collected from the Office of Economic Adjustment and from other sources. The files contain reports, studies, correspondence, and other documents describing the recent history of community impact assistance programs in other parts of the country, and illustrating efforts by local officials in Utah and Nevada to obtain adequate resources for coping with anticipated impacts of MX deployment in these states.

Scope and Content

Since World War II community impact assistance programs funded by the federal government have been available to communities and states affected by large defense projects. In response to President Carter's Executive Order 12049, a cabinet level committee was established to coordinate activities of several federal agencies and departments in relation to the MX missile project. Chaired by Secretary of Defense Harold Brown, the committee sponsored an MX Economic Adjustment Program and funded activities including (1) organization of community groups, (2) planning for community impact assistance, (3) mobilization of private sector resources, and (4) implementation of community impact assistance.
Officials from both Utah and Nevada applied for funding under this program. A single contact point in the Federal Government, the Office of Economic Adjustment, was established to avoid the confusion and delay resulting from trying to coordinate needs with a variety of agencies. Information onvarious federal programs useful to local planning efforts was collected from this and from other sources.
The files contain reports, studies, correspondence, and other documents describing the recent history of community impact assistance programs in other parts of the country, and illustrating efforts by local officials in Utah and Nevada to obtain adequate resources for coping with anticipated impacts of MX deployment in Utah and Nevada.

After the Utah MX Coordination Office was closed in 1981, its records were used as a reference resource by the Office of Planning and budget. Transfer to the archives occurred in 1984.
