Summary of Records

This series contains contracts which were submitted for approval from several private firms and dealt mainly with the establishment of a planning organization and standards for data collection and analysis. Progress reports were submitted quarterly by the Utah MX Coordination Office and annually by the MX Missile Policy Board.

Scope and Content

In December, 1979, the establishment of an MX Impact Mitigation and Economic Development Study Program was approved by the Four Corners Regional Commission (FCRC). Funding for the project came from the U.S. Department of Defense and from other FCRC resources. Authority for policy and program decisions was delegated to an MX Missile Task Force consisting of the governors of Utah and Nevada and the secretary of the Commission. The Task Force in turn delegated many responsibilities to State Management Committees and to local field offices, but retained authority to approve contracts or grants over $100,000; purchases of over $20,000; establishment of formal relations with Department of Defense agencies; and release of statements to the press. Local field offices were further required to submit progress reports and to keep records necessary to document their expenditures.
The records in this series reflect some of these reporting activities for two field offices: the Utah MX CoordinationOffice and the MX Missile Policy Board. Records consist chiefly of contracts, progress reports, and supporting data submitted by these offices to the MX Missile Task Force and the FCRC for approval.
Contracts submitted for approval are from several private firms and deal mainly with the establishment of a planning organization and standards for data collection and analysis. Progress reports were submitted quarterly by the Utah Office and annually by the Policy Board. Typical reports include information about specific technical studies underway at the time, summarize progress on agency work plans; and report on coordination efforts with other planning agencies. Supporting data includes reports from all state agencies as to anticipated impacts of missile deployment on their operations; reports of technical meetings held with other planning agencies; and some data on federal activities in relation to the MX project sent to the field offices by the FCRC.
