Summary of Records

The Utah Division of Water Resources (housed under the larger Department of Natural Resources) was among the stage agencies drawn upon to assist with planning for MX. Specifically the agency was tasked with primarily focusing on geological and water studies completed by U.S. Air Force subcontractors. Most of the agencies interaction concerning MX came with the MX Coordination Office. The records that were produced by the agency include correspondence (both letters and memoranda), siting investigation summaries, draft environmental impact statement (DEIS) scoping report comments, estimates of fiscal impact, water resources reports, and meeting agenda and minutes. The series also includes a variety of maps, tables, charts, graphs, and graphics, as well as copies of numerous MX reports and new items that were presumably used as reference material by agency staff.

Scope and Content

When President Jimmy Carter announced in 1979 that his administration would begin work on basing the newly proposed MX Missile System in the Great Basin region of Utah and Nevada it mobilized federal and state government agencies on a vigorous and sustained path of studying the potential environmental, economic, and social impacts that would accompany the project. The MX Coordination Office was established in Utah through the office of Governor Scott Matheson with the express purpose of coordinating state executive branch activities. This included drawing on available state resources in assisting with federal surveys and studies of the region, as well as utilizing state agency expertise in making comment on reports and the various environmental impact statements produced by the U.S. Air Force as required by the National Environmental Policy Act (NEPA).
