Summary of Records

This series contains formal requests or "petitions" submitted to the council and brought up for consideration in a public meeting. Petitions came from a variety of sources, including individual citizens, citizen groups, businesses, and city officials. They may include requests for a myriad of actions from the council, such as opening or closing streets, addressing public nuisances, abatement of taxes, purchasing city property, or employment with the city. These petitions were a regular part of council business in the 19th and early 20th century, when most of the decisions about city business came before the council. Relatively few of the petitions presented in the early decades survived, but by the 1880s they were being filed pretty consistently.

Scope and Content

At some point the city recorder apparently gathered the older records and sorted them by type, stamping each document with a number as a way to organize and keep track of them. The number stamping is somewhat arbitrary for the early years, but eventually begins to reflect a more chronological order. Some of the petitions are undated and have been filed in order of the stamp number they were given, but may be out of order chronologically.

Arrangement

Generally chronological by year, thereunder numerical by stamp number.

Custody History

The records in this series came to the State Archives as part a large transfer of older historic records. No record of the transfer has been found, but many of the boxes were stamped with a number from 1992, indicating that the Archives had custody of the records by that time.

Acquisition Information

These records were acquired from the creating agency through established retention schedules.

Processing Information

When these records arrived at the State Archives, they seemed to have be arranged by the stamp number they had been given in the 1890s. While this stamp number system likely made some sense at the time and may have included an index to help located individual documents, no index has been located as of yet. Many of the early documents from Ogden were stamped in groupings by document type. The records in this series had been grouped together as petitions. The processing archivists chose to honor that order by keeping the petitions from this period together. In order to facilitate access, the documents were divided up by year, but kept in stamp number order within the year. A number of the petitions have no date and those were generally left in stamp number order, although they may be far out of chronological order in some cases.
The records in this series were archivally processed by Amber Jeppson and Alan Barnett in September 2025.
