Abstract

The Court Administrator was established in 1973 through passage of the Court Administrator Act. From 1967 until the enactment of the 1973 law, administration of the district courts was provided by the clerk of the Supreme Court.

Biography/History Notes

"Among the assignments of the court administrator are the following: (1) administer all nonjudicial activities of the courts; (2) direct the work of nonjudicial officers of the courts; (3) implement standards, policies, and rules of the council; (4) administer personnel matters, including in-service training programs; (5) administer budget, fiscal, accounting, and procurement activities for the courts; (6) recommend changes in the business practices of the courts; (7) develop uniform procedures for the management of court business; (8) maintain liaison with public and private groups having an interest in the Utah courts; (9) establish a uniform policy concerning vacations and sick leave for court personnel; (10) establish uniform hours for court sessions throughout the state; (11) with the consent of the presiding officer of the Judicial Council, make temporary appointments to the courts; (12) when necessary, change the county for trial of a case if there is no objection; (13) organize a program of continuing education for judges and support staff; and (14) provide an annual meeting of each level of courts of record and annual judicial conference."

The administrator of the courts is the chief administrative officer for the Judicial Council. The court administrator is appointed by the Supreme Court and serves at the pleasure of the Judicial Council and/or Supreme Court. (Source: "State and Local Government in Utah," 1992 ed., pp. 71-72.)
