Abstract

The Division of Purchasing, created in 1980, is responsible for the central procurement of all supplies, materials, equipment, and services used by the various agencies, institutions, and departments of the state in accordance with the Utah Procurement Code and Rules and Regulations. The business objective of the division is to coordinate and optimize the activities of all state procurement officials and thereby reduce costs. The chief procurement officer has the statutory authority to adopt office policies governing the internal functions of the purchasing division; procure or supervise the procurement of all supplies, services, and construction needed by the state; exercise general supervision and control over all inventories or supplies belonging to the state; establish and maintain programs for the inspection, testing, and acceptance of supplies, services, and construction; and prepare statistical data concerning the procurement, usage, and disposition of all supplies, services, and construction.

Biography/History Notes

ADMINISTRATION: A division director, also known as the chief procurement officer, administers the Division of Purchasing. The director is appointed by the executive director of the Department of Administrative Services (UTSVH00270-A) with the consent of the governor.?A seven-member state procurement board establishes policy for the division.

ORGANIZATIONAL HISTORY: The Division of Purchasing was statutorily created within the Department of Finance (UTSVH00388-A) during 1980 by the 43rd State Legislature. Just one year later, it was moved into the newly organized Department of Administrative Services as an independent division by the 44th State Legislature.
