Scope and Content

This series contains drafts, final copies, notes and other preparatory materials for speeches made by Governor Matheson during his two terms in office, as well as in the six-month period prior to his first term. Matheson gave speeches that expressed his policy on a certain matter, his recommendations to the Legislature, and his assessment of the "State of the State." Speeches were made at dedications of buildings; at meetings, conventions, and conferences of various social, political, and business interests in Utah (including the Governor's Conference on Aging and State Democratic Conventions); to the Utah Legislature; and to Utah's citizens. Of particular interest are the speeches that Matheson gave to U.S. Congressional subcommittees on topics ranging from wilderness legislation and natural resource management, to compensation for Southern Utah victims of radiation exposure. Topics for the speeches include water management, the Central Utah Project, labor, economic development, agriculture, public lands, mining, coal and other natural resources, nuclear waste, health care, the federal budget, federalism and regionalism. Also contained in this series are various speeches that Matheson delivered on the MX missile system that was to be located in Utah; speeches on MX were delivered on Nov 5, 1979; Jan 24, 1980; Mar 26, 1980; Jun 16, 1980; and Mar 4, 1981. This series also includes Matheson's two inaugural speeches, budget recommendations and other messages to the legislature, and commencement addresses.

Speech summaries, compiled by Matheson's staff, were prepared for May to December of 1982, and for the full year of 1983; these are found, respectively, in box 3, folder 22 and box 3, folder 35. One audio tape is included in this series - a recording of various speakers, including the Governor, at an annual Jefferson-Jackson Day dinner in 1978, and is located in box 1, folder 23.

Research Note

All materials have been kept in the order in which they were found, therefore, while some speeches may be undated, they are generally found within the proper year of their creation and/or delivery. Some speeches included in this series were not delivered by Governor Matheson; these are noted when known. Some speeches were delivered by Norma Matheson, others were delivered by members of Governor Matheson's staff. Locations where the speeches were given have been listed where available. Many locations had been indicated on the original folder that contained the speech - all information on original folders has been transferred to this container list. Multiple speeches are contained in each folder in this series. However, each speech is listed individually in the container list.
