The purpose of the division is to provide statewide certification and personnel development; development and delivery of the state core curriculum program of studies and high school graduation requirements; educational equity including bilingual education and race and sex desegregation; evaluation and assessment; services for at-risk students; and oversight of the Utah Schools for the Deaf and the Blind." The Division of Instructional Services provides supervision for projects assistance services, public education foundation, curriculum, industry training, at-risk students, certification and personnel, education equity and evaluation and assessment sections within the Office of Education.
