Abstract

The State Advisory Council for Vocational and Technical Education, precursor to the State Council for Applied Technology Education, was organized in the spring of 1969 in accordance with the Vocational Education Amendments of 1968. The law required that each state establish an Advisory Council in order to maintain eligibility for federal support for vocational and technical education. The Council continued under the authority of the Carl D. Perkins Vocational and Applied Technology Education Act of 1990. Changes in federal funding requirements led to the Council's dissolution by 1997.

Biography/History Notes

The Council's mission is to assess, analyze and conduct independent evaluations of applied technology education programs and services. Their evaluative responsibilities extend to correctional education programs. Further, it is their role to advise and make recommendations to the Governor, the State Board for Applied Technology Education, the Board of Regents, the Office of Job Training, the business community and the general public on issues and policies to improve the overall effectiveness of the applied technology education programs in Utah.

Members of the Council are appointed by the State Board for Applied Technology Education. The Council is independent from the Board and is made up of interested citizens from business, industry, education and labor, who are committed to the idea that vocational and applied technology education, as well as general-academic education is necessary to promote the development of Utah's citizens and the state's economic growth. Seven members represent private business, industry, labor organizations, agriculture, and trade associations. Six members represent secondary and post-secondary education, including guidance and counseling, special populations, special education and school boards. Full-time staff includes an Executive Director and Administrative Assistant.
