Abstract

Under section 1774 et seq. in the 1898 and 1907 UCA, citizens in each county elected a school superintendent. The county commission created individual districts/boundaries within the county; citizens in each district elected trustees who basically ran the schools, hired and fired teachers, etc. The County Superintendent was charged with the general superintendence of all school districts (except those in first or second class cities) in the county. Cache county apparently moved to consolidated school districts ca. 1908, ending this setup. "Cache County appointed a school superintendent as early as 1860, and many of the county's prominent residents such as William Hyde, Samuel Roskelley, Moses Thatcher, William Budge, and John T.
