Abstract

The Health Care Policy Option Commission was created by the state legislature (Laws of Utah 1993, ch. 262) to propose options for reform of the state's health care delivery and financing system.

Biography/History Notes

On or before 31 December 1993, the Commission was to propose to the governor at least two distinct options the state should take to limit increases in health care expenditures, develop a system of coverage for health care for all residents of the state, consider proposals submitted by interested groups, provide estimates of costs of each alternative and propose methods of funding, and improve the quality of health care. Thereafter the governor was to submit to the 1994 Legislature a resolution to call for a referendum or for suggested legislation.

The Commission consisted of twelve members: four members of the Legislature, two from the Senate--one from the majority party appointed by the president of the Senate and one from the minority party appointed by the minority leader, and two from the House--one from the majority party appointed by the Speaker and one from the minority party appointed by the minority leader; two members of the executive department appointed by the governor; and six persons appointed by the governor who represented the public interest, were not involved in the health care field or its financing, and were appointed in regard to balance in terms of geography, sex, and ethnicity. The governor or his designee served as chair, but was not a voting member.
