Abstract

Employment Security had three major areas of responsibility including operating a labor exchange (Employment Service) program, administering the Unemployment Insurance (UI) program, and collecting and disseminating labor market information. Job Service, a nickname, was part of a federal-state partnership funded through the Federal Unemployment Tax Act (FUTA), a tax on employers collected through the Internal Revenue Service. The program was administered through the Department of Labor, Employment and Training Administration, which provided direction to the nationwide network of Employment Security agencies. In Utah, Job Service was part of the State Industrial Commission. Services were provided through a network of 25 offices located throughout the state. These offices served as a focal point for employment services and unemployment services and were a major distribution point for labor market information. Many of these functions were moved to the Department of Workorce Services.
