Abstract

This shared services program, known as CBA, was organized to perform the budget and accounting functions for the entire Department of Administrative Services as a centralized unit. By consolidating the expertise and skills found within the department, consistency and efficiency improved across the Divisions, systems, and processes. Since its inception in May of 2011, as part of the Governor's Optimization Commission, the CBA group increased productivity and absorbed additional workload from the various Administrative Services Divisions. This allowed the Divisions to more fully focus time and attention on their core responsibilities and operations. Service level agreements were instituted to ensure each Division of: a clear understanding of the services to be provided, the timeliness of productivity, and the quality of service is maintained. The program was closed in 2018.
