Abstract

In 1937, the Legislature created the Utah State Aeronautics Commission. Its mission was to supervise and regulate aeronautics in the state. With the creation of a Division of Aeronautics in 1967, the commission became the governing board of the Division. In 1975, the Department of Transportation Act replaced the commission and created an aeronautical committee under the Department of Transportation. The committee served as an advisory board to the Division. The committee approved airport projects which were then approved again by the Transportation Commission; this duplication of effort was eliminated June 3, 1998 and the committee abolished.

Biography/History Notes

The commission had supervisory powers over the establishment, location, maintenance, operation, and use of airports, landing fields, landing strips, air markings, air beacons, etc. It also supervised the establishment, operation, management, and equipment of all air schools, flying clubs, and other persons giving air instruction. They created rules and standards thereby establishing minimum standards with which all schools and field had to comply. With the creation of a Division of Aeronautics in 1967, the commission became a governing and then advisory board overseeing the activities of the Division.

In 1937, the commission consisted of three members. The members of the Utah state road commission were to serve as ex officio members. The executive officer was to be a compensated qualified pilot. In 1941, the engineering commission was substituted for the state road commission. In 1965, the legislature gave the governor had the power to select the commission members. Finally, in 1975, the aeronautical committee was expanded to five members, all appointed by the governor. Appointments were for 4 years, no more than three could be from the same political party, and the chairman was selected by the committee.
