Abstract
The Merit System Council was created to serve as quasi-judicial authority to preserve, protect and promote the standard of merit in state personnel by conducting investigations, counseling the state director of personnel, and handling appeals pertaining to violations of hiring or other personnel rules (1968 UCA 67-13-3).
