Abstract

A program for occupational information and guidance was initially adopted by the State Board of Vocational Education on May 7, 1943 headed by Anton K. Romney to help improve school-community relations and to development guidance services in Utah school districts. A position of Director for Guidance Services was established in 1946 headed by Fred Fowler to continue this work. By 1958 the program was being called the Division of Pupil Personnel Services. Functions of the section were assumed in a reorganization under a Division of Staff Development and later were performed by the Certification Section, Agency 1943.
