Abstract

The position of Salt Lake County Treasurer was created in 1852. The mission of the Salt Lake County Treasurer is to efficiently administer the property tax billing, collection and property tax relief programs for Salt Lake County, and professionally and prudently manage all monies belonging to the County and others as directed by law.

Biography/History Notes

The primary responsibility of the Salt Lake County Treasurer is to collect county fees and taxes. The Treasurer invests public funds and earns interest on the investment. The interest earned helps support necessary county services without taxing county residents. The custody of all county funds, receipts of all money paid to the county, and payment of warrants drawn against the county are responisbilities of the county treasurer. The treasurer collects all property taxes levied on property within the county for state or county purposes, or for the use of any of the political subdivisions and special districts in the county. The treasurer must report monthly and annually to the county auditor on receipts and disbursements of the office. In 1933, the treasurer began making monthly and annual financial reports to the county auditor. The board of county commissioners may also require detailed reports of county financial transactions to be prepared. The Salt Lake County Treasurer is a four-year publicly elected position. An oath of office and official bond are required for the office.

The county treasurer's office is comprised of the treasurer, as the head, the deputy treasurer, fiscal managing, collections, and general accounting. Many of the responsibilities and powers of the office were not fully defined until 1898. The treasurer falls under the administration of the county commissioners (known as the county court prior to statehood). In 1898, the treasurer received authority to appoint deputies to assist in the operations of the office. The commissioners (or court) determine the treasurer's salary.
