Abstract
John Wilson Shaffer was born in Lewisburg, PA on July 5, 1827. Little is known about his personal life. In 1849, he showed up in Freeport, IL working in the mercantile business. By 1856, he was elected Sheriff of Stephenson County. He also served as Clerk and Recorder of the same area. Shaffer quickly volunteered for the Union army during the Civil War. He was quartermaster for his unit. When the war ended, he was given a post-war promotion of Brevet Brigadier General in March 1865. Shaffer's political party was always Republican and he was a strong supporter of the union and did not forgive any hint of rebellion. President Grant chose him as Governor for the Utah territory 1870-October 31, 1870. Shaffer was known to be strict with the people and suspicious of the Nauvoo Legion. He felt he could neutralize them by proscribing constant military drills and gatherings. Shaffer died in office after only a few months in the gubernatorial seat.
