Summary of Records
Scope and Content
This series is comprised of the records of Barclay Gardner, Governor Norman Bangerter's executive assistant from October 1987 to the summer of 1988. There was no position of executive assistant either before or after Gardner's tenure. The records reflect the background for policy and program development in three primary areas: resource development, job training, and state personnel and facilities. The files consist of memoranda and background reports received, often from the federal regulatory agencies involved.
Resource development is a common topic. Much also involves resources on federal lands. Gardner was the Governor's office representative for the Resource Development Coordination Council, and minutes for the December 1987 meeting and an agenda and information packet for the January 1988 meeting are present. Minutes, progress reports, and reference materials exist from the private Energy Assurance Council and the state Energy Conservation and Development Council coordinated bythe Dept. of Natural Resources. Background materials or reports also are present for particular projects. The federal Canadian Trade Agreement, the Hovenweep National Monument Plan, and the Kern River Pipeline planned to pass through Bountiful, the San Juan Resource Management Plan, and the Ute Mineral Severance Tax all emphasize oil and gas exploration or transport. The Colorado River Storage Project involves water use; Governor Bangerter testified at the federal hearings on that project. Governor Bangerter also testified at federal-state land exchange hearings. Copies of his testimony are included.
The federal government initiated several job training programs which were continued at the state level in Utah. These include the Job Training Program Act and the Workforce 2000 program. Part of Utah's interest in these programs resulted from dislocated workers at Kennecott.
A task force was set up to review job classification among state employees as well. This was an outgrowth ofGovernor Bangerter's SCOPE (State Committees on Productivity and Excellence) program. It also included a master plan for Salt Lake area governmental facility usage. Veterans preference issues in state hiring were also raised.
Additional materials on Utah's economic development include tourism projects, specifically the John Wesley Powell River History Museum and Wasatch Mountain State Park. Income tax information is also part of the series as is workers' compensation, both of which were seen to influence the relocation or expansion of business in Utah.

Duplicate materials and unannotated publications were heavily weeded. The series was microfilmed in May 1994.
