Summary of Records

This series contains Governor's message to the legislature, state of the state addresses, and budget in brief messages.

Scope and Content

The Utah State Constitution requires the Governor to "communicate by message the condition of the state to the Legislature at every annual general session and recommend such measures as may be deemed expedient" (Article VII, Section 5 (3)). These Messages to the Legislature are framed as a report from the Governor as both head of the Executive department and as chief officer for the entire state. This series contains published or compiled copies of messages covering from the territorial period (1850-1895, entitled Report of the Governor of the Territory of Utah to the Secretary of the Interior) and continuing after statehood in 1896, when the title becomes Message of the Governor or Governor's Message.
Often messages have been distributed as pamphlets, sometimes along with other significant speeches like Inaugural addresses. Beginning with Governor Rampton in 1965, a separate budget message called Budget in Brief was given in addition to the general one at the beginning of alegislative session, especially budget sessions held in even-numbered years. Governor Matheson appears to be the one to begin using the current title of State of the State (modeled probably upon the U.S. President's State of the Union) when he took office in 1977. From there until 1989, the holdings in this series become almost exclusively budget messages. The presentation of a budget recommendation by the Governor is required by UCA 63J-1-201 (2010) and has become less a budget message-as-speech and more of a distributed publication. State of the State speeches may be found in individual Governors' records and possibly published as standalone items.

No messages from 1880-1883, 1919, 1979-1985, 1987 to the present (see Related Records for alternative sources).
For 1851-1876, this series includes a bound typescript volume presumably taken from sources such as the Legislative Assembly Journals, the Executive Papers, and House and Senate Journals. The pages have a ruled grid except for the 1854 message inserted after initial binding. It includes a table of contents and subject index.

Processing Information

This series was processed by Gina Strack in February 2011. Tyson Thorpe prepared an inventory of the paper holdings in preparation. Microfilming was completed at various times, with 1896-1967 done in 1968 and 1878-1896 in 1977. As part of that later filming, copies from the collection of the Utah State Historical Society were used; it is uncertain when the Archives acquired its paper copies from the Territorial period.
