The members of these committees had three main goals: To determine the principal water problems in the drainage basins in Utah, to outline in broad terms a plan of water development and control designed to solve those problems, and to present specific construction projects and investigation projects as elements of the plan, with general priorities of importance and time. The long term objective of the committees was to prepare a systematic and comprehensive plan for unified control and use of water, not only surface but also underground, throughout the region.
