Abstract

In the late 1970s an energy coordinator existed in the Dept. of Natural Resources. By 1981, the Utah Energy Office had been created, with the Energy Resource and Conservation Council in an advisory role to the office. The agency became the Office of Energy and Resource Planning when state energy functions were reorganized as a result of legislation passed during the 1993 session. It was previously known as the Division of Energy (ca. 1991-1993). The Utah Office of Energy Services at the Department of Community and Economic Development was transferred to the Utah Department of Natural Resources on 1 June 2001 and combined with the Utah Office of Energy and Resource Planning to become the Utah Energy Office.

"The Office of Energy Resource Planning provides the department and public agencies with energy engineering and design expertise, objective economic research, policy analysis and data. These services support better resource management decisions and provide cost-saving solutions for energy problems faced by division and the public." (From DNR Annual Report, 1996-1997.)? "As a result of legislation passed during the 1993 legislative session, state energy functions were reorganized effective July 1, 1993. Federal conservation and state alternative fuel programs were placed within the Division of Community Development [#176], Department of Community and Economic Development [#181]. The Department of Natural Resources [#702] retained programs related to utility policy, economic analysis, energy system engineering in state facilities, and renewable energy development." The agency became the Office of Energy and Resource Planning when state energy functions were reorganized as a result of legislation passed during the 1993 session. It was previously known as the Division of Energy (ca. 1980-1993). The department was dissolved in May 2005. Utah Energy Office functions were divided between several state agencies. The Governor's Office began coordinating energy policy, the Utah Geological Survey assumed responsibility for operating the State Energy Program (SEP), the Department of Environmental Quality began operating the Clean Fuels Vehicle Grant and Loan, PowerForward, and EnergyWise programs, and the Division of Facilities Construction and Management began operating the State Buildings Energy Efficiency Program.
